Ben Kochie 7b895d8970 Update build ...

* Use new promu regexp matching for platforms.
* Bump to Go 1.16.
* Use uclibc for Dockerfile since we don't use CGO for Linux.
* Use CircleCI build parallelism.
* Split Docker image test to separate CI step.
