ff6196db22 dpdk-vm: Remove isolcpus from grub command 
This kernel-arg is no longer needed on RHEL 8,9 [0].
This is already taken cared of by the cpu-partitoning configuration that
is already being exercised in this script.

dpdk-vm: Change spec Hugepage configuration API

Change to the more appropriate way of configuring the guest Hugepages
memory.
