Update OCI Image Implementations list

Browse Source 
Updated the list of projects adopting the OCI Image Specification by adding 'containers/skopeo' and 'oras-project/rust-oci-client', and removed 'projectatomic/skopeo' and 'krustlet/oci-distribution'. Also noted the end of 'box-builder/box'.
