Split out atomic pull functions into their own source file.

Create a Pull class as a subclass of Atomic and move all of the
functions and CLI to this file.

tests: test_pull.py doesn't fetch fedora each time
...
Use the image already fetched through Docker of the fedora image instead
of fetching it over the network each time.
