832a33ef7d OSDOCS-2479: how to change ovs log level 
Revised to fit doc guidelines by Mike McKiernan.

Feedback from Ross--limit the 20-ovs-vswitchd-restart.conf
change to setting the log level only instead of the log level
and repeating the series of chown commands that are already
contributed by 10-ovs-vswitchd-restart.conf.

d81b249e8a BZ-1944001: specifying node-ip through MCO 
Fixes https://bugzilla.redhat.com/show_bug.cgi?id=1944001

Attempt to address some comments from 1949827 as well:

* Sample machine config file.

* Ensure systemctl daemon-reload is run after the customer-provided
  script creates the 98-nodenet-override.conf file.

* `/usr/local` is a link to a directory that is supported
  by the MCO for adding files.

Address review feedback from Michael.

RHCOS 4.7 includes `kexec-tools` (required for `kdump`) so
investigating kernel crashes through `kdump` is now supported.
