Thuan Vo fc99570a21 validate: define default cidrs for internal OVN-Kubernetes use ...

These CIDRs are used for the following purposes:
- subnets for join switches
- subnets for transit switches
- masquerade subnets

The default values for each type of CIDRs might be changed across
releases.

As said, these are defaults and potentially overriden via
install-config. Thus, we will check if those overrides exist and use
them. Otherwise, check with defaults.
