patrickdillon 8202e0d1c7 Azure Stack: make internal load balancer naming consistent

Switches the name of the internal load balancer to be
${INFRA_ID}-internal which is consistent with IPI.

Also renames the backend address pool to be the same as the
LB which is consistent with the public LB.

Azure Account Set Up

This document is a guide for preparing a new Azure account for use with OpenShift. It will help prepare an account to create a single cluster and provide insight for adjustments which may be needed for additional clusters.
