Christoph Blecker a86e20a32c docs: clarify enabling GCP service APIs 
Move the step of enabling GCP service APIs to it's own step. These APIs
must also be enabled prior to DNS configuration.

GCP Project Setup

This document is a guide for preparing a new GCP project for use with OpenShift.

Follow along with the steps and links below to configure your GCP project and provision an OpenShift cluster:

  1. Enable Service APIs
  2. Setup DNS
  3. Ensure sufficient quota
  4. Create Installer Service Account
  5. Install Cluster with the OpenShift Installer
  6. (optional) Post-Install: Disable Service Account
