Michał Dulko 686d73ce95 Deduplicate cache.go ...

The files in agent and tfvars have diverged a bit, but they're generally
the same code. This commit deduplicates that by putting the file to
rhcos/cache.

Some more changes needed to be made to keep the cache directories
different between agent and installer.
