31ac50bcd6 go.mod: Bump CCO for permission fix 
CCO was requiring the `s3:HeadBucket` permission which doesn't actually
exist. The issue has been fixed in the lasted version.

c190c68904 capi/aws: bump capa version 
Fallout from https://github.com/openshift/installer/pull/8114. I missed
the replacing pinning the CAPA version to 2.4.0.

We need the newer version to be able to specify ignition proxy
information.

a6b7c08202 libvirt: Use static libvirt library to destroy cluster 
When we create the cluster, the terraform provider uses a static
pure-golang library to communicate with libvirt. Use the same library to
destroy the cluster, instead of using one that has to dynamically link
with the C library.

8013ca09ef Add libvirt-go library to main go module 
This is a static (pure golang) library that is used by the libvirt
terraform module. Import it in the top-level go module.

407b28c505 Updating openshift/api to bring in changes to Infra CR 
GCP PlatformStatus within Infra CR has been updated to include
Load Balancer IPs. Bring these changes into the installer.
