b05a593509 OCPBUGS-36222: capi/aws: bump provider version to latest main 
We need to bump capa to get a fix for the LB DNS name lookup issue.

2b09fdc663 no-jira: bump cluster-api version to 1.8.2 
This is a fallout from https://github.com/openshift/installer/pull/9010.

The cluster-api binary version used should be no lower than the
greatest version required by the providers which in this case is 1.8.2
by ibmcloud. Otherwise, we will be running an older binary while linking
the provider against a newer version, possibly requiring new function
args and/or functions.

d1b638238e OCPBUGS-36327: capi/aws: bump provider for instance register fix 
This bump includes the following fix to only register instances to the
LB when they are in a running state:
* https://github.com/kubernetes-sigs/cluster-api-provider-aws/pull/5040

This should avoid unnecessary AWS API calls and red herring error
messages in the log output.

5fcfd456a0 OCPBUGS-30516: bump golang-protobuf for CVE fix 
Bump golang.org/protobuf to v1.33.0 for CVE-2024-24786 fix.

Notice that, in some cases, github.com/golang/protobuf had to be bumped
to v1.5.4 because of https://github.com/golang/protobuf/issues/1596.
