af8c6dc250 go.mod: bump openshift/api to latest version 
Notice that we had to also bump machine-api-operator to include [1] so
it would build with the latest openshift/api.

3fc82a639e CORS-3547: Upgrade cluster-api-provider-gcp to v1.7

5c107e3270 openstack: Upgrade manifests to CAPO v1beta1 
This is the result of the following steps:

1. Fork cluster-api-provider-openstack and revert its go.mod to Go v1.21
2. Replace the fork in the Installer's go.mod
3. Replace imports from v1alphaX to v1beta1
4. Update manifests to use the v1beta1 spec

It was being pinned because newer versions were failing with "without
JSON tag" errors.

a418e464e9 go.mod: Remove deprecated replace directives 
These replaces were needed at some point to force a bump to a lib
version with CVE fixes but we have since moved way past the pinned
version.

We should drop them before we run into problems from having deps pinned
to versions that are too old. For example, I've seen PRs with the
following diff:
```
golang.org/x/net v0.23.0 => golang.org/x/net v0.5.0
```
which is not really what we want.

b024ebafc6 Remove prometheus client replace directive 
This replace directive was never needed to fix the bug (it downgraded
from 1.12.2 to 1.12.1, both of which contained the fix), and has already
since been updated to 1.17.0. Stop replacing the version and allow
normal updates.
