Some of the scripts that have a #!/usr/bin/python3 shebang do not have a main() like function. These scripts will not get executed but only imported. They do not need the shebang. A few others are not installed with 'make install', but do have a main() like function. These scripts are expected to be used by developers for different tasks (mostly code generation).
