Although the procedure remains the same, recreating the text with
updated version/release numbers makes for an easier reading IMO.
Hence retained the text as is (like in 3.10 -> 3/12) but changed
the version numbers in the text appropriately.

Use the upgrade guide for Gluster 3.9 as the basis of the upgrade guide
for Gluster 3.8. The guide for 3.9 now only contains the bare minumum
and points to the 3.8 guide for the rest.

Well, the last fix for this (https://github.com/gluster/glusterdocs/pull/210 ) is incorrect, and the problem still persists. After going through the entire documentation repository, found that one other place ("Geo Replication.md") also has the same rendering issue, and that seems to be due to the tab/spaces before the ```
Fixing it right (hopefully) this time.
Changed code block quote from bash to sh as readthedocs rendeering is incorrect(?) for bash, but sh seems to work for the 3.9 guide, so using that instead.
Update op-version related documentation to include information on
the following:
- How to get maximum supported op-version in a cluster
- How to get op-version information for clients
Also updated the usage wrt getting current op-version to reflect
the new usage format to query global options using volume get all.
Lets keep it simple and avoid any inconsistency - we will add "understanding opversion" once consistency between gluster version and op-version is resolved.
