Simon Pasquier 355cd36130 change: add new arguments to manifests ...

This commit adds the following arguments in jsonnet + default manifests:

* `--watch-referenced-objects-in-all-namespaces=true`
* `--disable-unmanaged-prometheus-configuration=true`
