b0c017e33a NEWS: move to docs 
Since the release notes are in Markdown now, let's add them to the docs
site.  Add a symlink from the root to make them easier to find in a
tarball or checkout.

fa9e96c335 ci: add temporary workaround for external tests using experimental specs 
Instead of temporarily disabling tests, add a temporary workaround in
the Ignition CI with a built-in time bomb to make sure we don't forget
to eventually remove it once it's no longer needed. This will allow us
to stay covered by CI at least on the fedora-coreos-config side
throughout the whole stabilization process.

Ideally, we stay covered in this repo as well, but we can't do that yet
because kola still wants to parse the config.

2b8de01442 config: add specs newer than 3.0 to TestConfigStructure 
TestConfigStructure() was testing only spec 3.0 because the spec bump
instructions don't mention it.  Add newer specs and update the
instructions.  Also allowlist the struct pointers in 3.2 and 3.3-exp
that would have been caught if the test had been run on those versions;
there's nothing we can do about 3.2 at least.

b3a4cdefdb docs/development: update spec stabilization to avoid CI breakage 
Rather than forcibly merging on red and breaking CI, add any tests
targeting the experimental spec version to the denylist until after
everything has merged in external repos.
