test: add tailor configuration

Tailor is a tool for validating pull requests comply with a set of
rules. Initially, this will help ensure that commits are properly
formatted.
This also updates the contribution guide to match these rules.

Per CoreOS documentation standards, use one line per block of text rather than
wrapping at 80 columns and '*' instead of '-' for unordered lists.
