0ab295fe90 manifests/fedora-coreos-base: Mask systemd-repart 
Mask the enabled by default systemd-repart.service unit as Ignition is
responsible for partition setup on first boot and does not use
systemd-repart currently. See also

435692838e overlay: 15fcos: service to fix SELinux context on stub-resolv.conf 
The way systemd renames this symlink means the context of the file
is wrong. Discussion on how to fix this is ongoing in

969380bd1f manfiests: use one off systemd build, neuter systemd-resolved 
This one is complicated, we need to revert the systemd change
in f33 that makes it fallback to `fedora` rather than `localhost`
for the hostname and we also need to essentially render systemd-resolved
ineffective because it's internal fallbacks for reverse DNS make
it really hard to set the hostname via reverse DNS, which is
something we don't want to break and needs upstream work to
get more appropriate fixes in.

The `-core` package doesn't yet exist in RHEL. Let's request by path
instead for now.

b023099cf2 manifests: add ppc64le packages to detect dynamically attached devices 
While running the Openshift CI encountered: https://bugzilla.redhat.com/show_bug.cgi?id=1811537
which requires some extra ppc64le libraries required to detect dynamically attached pci devices.
These devices show up through the diag events which is why the diag libraries are necessary

6cf2852b2b manifests: fedora-coreos-base: remove temporary support for RSA-SHA1 keys on F33 
We added this in be947c2 because we needed to still be able to run kola
tests on AWS. Now we have a new workaround in COSA [1] so we don't need
to downgrade the policy for SSH in the image.

cfdd27f9a2 manifests: fedora-coreos-base: add back in podman-plugins, dnsmasq 
We've found that there is some demand for host applications (podman,
NetworkManager, etc) using dnsmasq the binary for some various utility
operations. Let's add it back to the base so those host applications
can use the binary but let's mask the systemd service because we really
prefer if users are going to be hosting a DNS server for external
clients they use a container for that.
