ca7b38f699 Rewrite containers org links to bootc-dev org
Literally just find and replace github.com/containers/bootc with
github.com/bootc-dev/bootc

We have the redirect in place so none of this is really important, but
I figure removing as many instances of the old repo and replacing them
with the current can't hurt for things like search engine
optimization.  Plus some non-zero number of people might assume one is
a fork of the other or something.

ddbdfba1c1 Add MAINTAINERS.md and ADOPTERS.md
These files help clarify/formalize some information.
In particular I'd like to look at tools that auto-sync from MAINTAINERS
to the github permissions so that we can maintain that in a git-ops
fashion.

739eee5bf2 Rename HACKING -> CONTRIBUTING, add info about git + PRs
`CONTRIBUTING.md` is a friendlier and more common name.
Explain the DCO bits in particular.

09fe389884 docs: Even more about how bootc is not a container at runtime
This is definitely the #1 confusion many people have to start;
it's very understandable!  Because in theory we *could* have
a runtime and a larger role, but it was an explicit choice
not to do that.
